I'm not sure about deadlines and such. I found this on Digital Webbing.

Outré, the theme-oriented and free, digital comics anthology is looking for artists who wants to work on stories to be featured in our forthcoming sixth issue, to be released in December.
Outré #6 is all about horror, so we're looking for talented creators who wants to bring some creepy stories to life, and who aren't necessarily interested in common genre tropes like vampires, werewolves, etc. The short stories chosen for this issue are written for the "mature audience" in mind and range from six to eight pages long.
Since Outré Press is offering each issue to the world for free, this is not a paid gig, but each story will by co-owned by the creators who work on it. If you're a passionate creator who is able to communicate (meaning that you can answer an e-mail within 24 hours) and who can keep a deadline, then we want to hear from you.
For more about Outré, check out our website where our five issues are available to download for free (We also have a presence at Comixology, the world's premier digital comics distributor).
The Outré Anthology is all about showcasing the work of hungry and up-and-coming creators who wants to get their sequential work in front of as many readers as possible, and each issue has received consistently good reviews.
Artists interested should send their samples to: glenn (at) outrepress (dot) com.
A friend of mine has been published in Outre--a comics short as well as at least one fiction articles. It's quite a decent free mag and good for a publishing credit.
Mark Millar has announced that he'll be doing a new-talent-contest / taking submissions (it's kinda some of both) for both writers and artists, to do several shorts featuring some of his creator-owned properties (e.g. a 4-page Hit-Girl story, a 5-page Eggsy tale). Winners will get Big-Two WFH page rates for their script or finished line art. He hasn't spelled out eligibility yet, but some of y'all might be "overqualified". Gwan (g’waan) is a common word in Jamaican patois and the Caribbean vernacular. It also has roots in the Irish language. Although this word is usually translated as “go on” and sometimes “get out,” gwan has a myriad of uses. Its meaning changes depending on the context, and it is most likely to be heard in use conversationally between close friends, i.e., “A watta gwan” (What’s going on/How are you doing) or “Gwan, rude boy” (Show us what you got, hot stuff).
An Open Call It is within these layers of meaning and shifting contexts that immigrants and their children must strive, adapt, overcome, and create their own spaces and identities. The Gwan Anthology will weave a common thread through shared stories and be a place where independent creators can showcase their talents.
The Gwan Anthology will be a collection of creator-owned shorts centered on the themes of foreign lands, the immigrant experience, and cultural fusion. The anthology will highlight and celebrate work that expresses both the joys and the challenges of the immigrant/expat experience. It is open to all genres: sci-fi, fantasy, or slice of life, as well as to both real and imagined experiences.

My name is Shane W Smith, and I’m a graphic novelist.
I’ve received a grant to produce a sci-fi anthology entitled All The King’s Men, and the grant money will be used to pay page rates to writers. I will be the editor and sole artist for the anthology.
All The King’s Men takes a look at the lives of those on the periphery, ordinary people struggling to make sense of their lives and dreams in a galaxy torn apart by civil war. The notion that sometimes it’s impossible to mend what has been broken is central to the book, and will be the unifying thread between all the stories in the anthology.
I know from experience how incredibly rare it is for writers to receive offers of paid work, so I hope you’ll check this out.
The anthology will be published by Deeper Meanings Publishing, whose previous titles include the 2014 Aurealis Award finalist The Game.
Submissions close 31 March, 2016.
It is my current intention to provide notes and feedback on every submission received, and I am more than happy to answer any questions at any stage in the process.
Iron Circus Comics (i.e. Spike Trotman of Templar AZ and Smut Peddler fame) has announced its first open submissions. TLDR: She's interested in new-to-print graphic novels (150-500 pages) or long-running web comics, generally anything but spandex, zombies, or kid-lit. Erotica welcome (but no all-male creative teams =(( ).
RFD, a long-running quarterly print magazine associated with the radical-faerie movement, is soliciting for a special comix-themed issue this Spring, deadline is January 21: http://rfdmag.org/submissions.php

Hello everyone,
I'm currently looking for a new project to work on.
Paid projects get first look and I only request payment after completion of a previously agreed upon amount of pages.
If you've got a great idea but not a lot of funding, I'm always interested in working on collaborations for short stories and sometimes even pitches.
Here's a link to some of my most recent work:
